Consumer expenditure on footwear in the 25 EU member states remains stable. EU consumers turned towards a more casual lifestyle, which raised the popularity of fashionable casual footwear. Developing country exports to the EU are rising, but China and Vietnam are the dominant suppliers from this part of the world.

The footwear industry is relatively labour-intensive, added to which increasing costs and the competition from cheap imports have pressed EU producers to specialise in niches (luxury, safety or orthopaedic footwear) or to shift production abroad. Traditional EU producers have more and more switched to assembling, using imported parts of shoes, whether or not manufactured according to specific requirements. The high price of manufacturing in EU countries has led to the following delocalisation strategies by suppliers of footwear.
